Machines check the PR before a person sees it, the person at the gate decides whether it is a good idea, the batch is checked together on pre-dev, and the dial reads what the change does in production. The pin is the change's real behaviour, and only the production dial measures it: on every second lap the pin stands higher than intended, and a follow-up drops back into the intake tray.
